Палау, Маршалловы и Северные Марианские острова предпочли не участвовать в этом процессе. ФШМ подписали Договор о свободной ассоциации с Соединенными Штатами Америки, который вступил в силу 3 ноября 1986 года, ознаменовав выход Микронезии из-под опеки к независимости.
