At the end of 1991, the Ministry of Communications of the USSR, with the participation of representatives of republican ministries, decided that in 1992, stamps of the USSR would be printed with national subjects. Each union republic was allowed to submit four stories. Ukraine proposed to celebrate the anniversary of the Ukrainian Cossacks and the historian N.I. Kostomarov, to reflect the themes of emigration of Ukrainians to Canada and folk art - national embroidery. On March 1, 1992, the first stamps of Ukraine after the declaration of independence were issued. They were dedicated to the 500th anniversary of the Ukrainian Cossacks and the 100th anniversary of the first settlement of Ukrainians in Canada. The author of these stamps was Alexander Ivakhnenko. They were printed offset by the Moscow printing house of Goznak by order of the State Committee of Ukraine for Communications with a circulation of 2.5 million copies.
