After a treaty with the British in 1899, the State of Kuwait handled mail by using stamps sent from Bushehr and forwarding the mail to Bushehr or sending it on passing ships.
The first special post office opened on January 21, 1915. Initially Indian stamps were used. From August 1, 1921 to April 1941, the post office was located in nearby Basra, Iraq. Own postage stamps have been issued in independent Kuwait since 1963.
